500 server error when trying to add new theme , plugin or media Help Please

    i hosted my web site in an IIS 7 Server.
    and installed WordPress 3.3.1
    The installation was successful. But i can’t add new theme , plugins, media when i tryed to install a new theme or Plugin an error is coming “Server Error 500 – Internal server error.
    There is a problem with the resource you are looking for, and it cannot be displayed.”

    When i am trying to add new media item the following error is coming

    “gal (1).gif” has failed to upload due to an error
    Unable to create directory C:\inetpub\vhosts\mywebsitename.com\httpdocs\web/wp-content/uploads/2012/01. Is its parent directory writable by the server?

    also i installed the WordPress in folder mywebsitename.com/blog
    means mywebsitename.com is running static html pages and mywebsitename.com/blog is WordPress site.

    please help me to clear this .also sorry for my poor English.
