Why does my nav bar appear twice?

I currently have my nav links listed in my header. I’d like to remove them from there and create a real navigation bar below the header.

In my current header.php file, I have this code that creates my nav links:

In my backup header.php file, I have this original text:

Problem: When I replace the current header text with my backup text, my nav links appear twice. I think something is calling the nav links twice, but I can’t find it.
