Is its parent directory writable by the server?

    Whenever I try and upload a file I get this error
    “Indian Summer Logo.png” has failed to upload due to an error
    Unable to create directory C:\xampp\htdocs\CSDV/wp-content/blogs.dir/2/files/2011/12. Is its parent directory writable by the server?
    I receive this error with all users.
    How can I fix this problem?
    N.B Ive already tried changing the permission of my file.
