How to create a static template below header/above blog post on homepage?

    we use the Thesis theme and want to have the blog entries always appear on the home page.

    however, we want the best of both worlds, and want to have static info (e.g. the About Us info) positioned as a static template above the most recent blog entry.

    My friend’s website has this feature (she’s on Twenty Ten), but I don’t know how to go about doing this by myself.
