HTTP 403 Error – Need Help

Hi,

Everytime I log in – quickly thereafter, I select an option, i.e., Setting, and the HTTP 403 error page comes up.

I suspect that it has something to do with the options within the setting for IP blocking.. “Most likely causes:
?This website requires you to log in.” <—- this is what it tells me.

The site is pretty much un-workable and I can’t manage it at all.
Do I have to wipe everything out? If so, how do I do that?
