[Theme: Silent Film] remove suggested html tags in the comment section

Love this theme…made a few personalization changes with no problems. Looks great. I have one thing I want to get rid of and cannot figure out where it is located or what it is called. Where comment is made, under the comment box it is printed about html tags allowed. This is unattractive and bothersome and I want to remove it:
