Plugin request

The Open State Project recently released an API that provides all 50 states’ legislative tracking data in a format that makes sense and is standards compliant. I would like to create a plugin that would call this API and display back to the user information about his or her legislators within their homestate based on ZIP code which the API does allow. The output data should include a link to email the legislator and display a phone number as well as a list of bills they have authored or sponsored, as well as recent votes they have made.
