Give certain users access to certain pages on the back-end

I’ve made a blog network for amateur theatres. Each theatre has each own blog and admin. All users on the network are subcribers to the main blog.
Through the main-blog I’ve created a ticket ordering system for all their shows with Form Manager. With form manager I can download all the submissions in a .csv file to my computer and open it in f.ex. excel.
What I want is: To give a specific user access to a specific page (the one where they can download the submissions) in the main blogs dashboard. How can I achieve this? I don’t want them to access any other information in the dashboard, and only to specific users.
I know I can send them a copy of every submission on email, but the “service” would be much more proffesional if the could log in and download their own submissions to a handy document.Is there a way to give a user access to only a specific url in the back-end? All types of solutions are more than welcome!
