photos not uploading

Just finally managed to install WordPress after having had loads of problems, but now even though the rest is working fine, I can’t upload photos. it keeps saying ‘Unable to create directory, Is its parent directory writable by the server?’ I’ve cleared the browser, updated Adobe etc but nothing is working. Is this likely to be a problem with my host or wordpress itself?
