Comments are all the same!

I have a problem with my comments system on my wordpress site. It seems that everytime someone posts a comment- it gets displayed on all pages, so all pages have the same exact comments. I am beginning to learn code and thought it might have something to do with my new comments.php code I entered. Does anyone know if I am missing something here? Im sure its a simple fix but not sure how to get ONLY comments [posted for page to show so all the comments are NOT on every page. Here is the code I have in my comments.php:
