Featured Images not saving for some sites

Not sure if this is a multisite question, but we have a user that is running multisite with twelve sites. Setting featured images words on all sites, but not on the 12th (or the 13th). I checked folder permissions and bumped the memory and still not the “saving” message just hangs.

Any ideas would be appreciated.
