Fatal Error – Call to undefined function setup_userdata()

I am trying to install WordPress. Actually I had attempted WordPress a year ago and I believe it was successful but did not end up using it. So now I am trying again installing from the beginning with the most recent version. I am trying to install it in a blog folder (domainname.com/blog). First I deleted ALL files that were previously installed. I deleted and recreated my MySQL database as well as the username. I have downloaded WP 3.1.3, unzipped, edited the needed files with my database information and uploaded to my blog folder. I try to access teh install.php and I get the following error:
Fatal error: Call to undefined function setup_userdata() in C:…\pluggable.php on line 35
I have downloaded another new copy of 3.1.3 and tried again. Same error. Am I doing something wrong in trying to reinstall once I had an older version installed? Is there something else that I need to remove in order to install from the beginning?
