How do I turn off comment moderation?

I have the “An administrator must always approve the comment” UNCHECKED. I’ve also changed the “Hold a comment in the queue if it contains __ or more links” to 99, and added words to the blank areas without any blank lines. Still, no luck. It’s maddening.
