Publish posts to Newsletter

I am looking for a plugin that will send the content of every new post (not just a link) to a mailinglist. Obvious features would be a way for users to subscribe and also a way for the admin to add email addresses manually. I have been unable to find such a plugin and could possibly be willing to pay for its development.
