Remove index.php from url and not able to use permalinks

I have searched many forums and saw many different solutions proposed by different people. But none has worked for me yet. Here is the blog that we been working for a client – https://www.educatencare.com/blog/. We have two issues:
1. index.php always shows in all urls. We would like to remove it.
2. Once the above issue is fixed we would like to fix this issue. We are not able to use any permalink except the default one. When we try to use any other permalink format it says “404 – File or Directory not Found. The resource you are looking for might have been removed, had its name changed, or is temporarily unavailable.”
