What is the best book or videos for self teaching WP development?

Hi I am looking for a one stop resource that will teach me how to develop a WP site from scratch – are there any resources you recommend- also need to be SEO friendly or will be able to install SEO plugins.

Also, if anyone can recommend a PHP developer who can help me with an existing theme for customization.

I will usually use a wp theme but then my clients can see what theme I am using and build it themselves so I end up creating a demo or site and then end up not getting paid for the work, so I just want to be able to do my own themes because it’s hard to get support from theme developers.
