How do you assign a photo to a user?

Pretty sure I am having trouble seeing the pink elephant in the room…can someone point me in the right direction?

I am trying to attach my photo so it automatically goes with everything I post…I assumed it would be under users but no dice for me there.

Appreciate any help.
