If you go into Latest posts on the reply part it says

the text is there to explain to commenters what html tags they can use to format their comments.
removing the text does not remove the possibility to use these html tags.

to remove the text –

see if your theme has a comments.php template; edit this and look for comment_form()

change that to:
<?php comment_form(array('comment_notes_after' => '')); ?>
