Greek characters

Whichever version of WP I use, Greek characters in posts turn into ? when saved.
I have read here that this may be a database/MySQL issue, though if so, I do not understand how to correct it.
I am forced to place Greek and other language sections in an iframe… not good.
Advice welcome (and pls use simple terms).
