Contact Form 7 – Attachments failed

I’ve been using Contact Form 7 with attachments successfully. I’ve made no changes to the site, but the attachments are not coming through. The email appears correctly, but there is no attachment.
I turned off all plugins. I enabled the default template.
But it did not work the same.
My PHP version is 5.1.6
I also followed all the directions written here https://ideasilo.wordpress.com/2008/12/11/file-uploading-and-attachment-with-contact-form-7/
