How do I open an image to a new window full screen?

I did that and it opened in a new window but didn’t make the window a fullscreen. Can I even do that?

I wondered if there was a way to expand the image to fullscreen, without any of the I.E or browser menu/controls. I know on some websites a new window pops up with only a frame. Didn’t know if that was possible.
