External wordpress installation missing functions -custom forms and image widget

My site on wordpress.com (Theme Twenty One) had a “custom form” icon in the editor and I could also add images in the sidebars as a widget. I have installed wordpress on an external hosting site (Namesco) via their tool (Softaculous) – although it says it is version 3.1 and there are no missing updates the two functions above are not available – anyone tell me why and what if anything i can do about it?
