The SEO Engine plug-in: isn't this advertising?

Not sure, but it appears this plug-in is just to advertise a service. Even the description is a pitch to get people to spread the services of an SEO company.
If I’m wrong I will admit it, but from everything I’ve seen it would appear it is outside the terms for a plug-in.
