after a re-load of fresh wordpress, whole site down – please advise

After re-loading from a fresh installation of wordpress my wp-admin and wp-includes folders, my site is down.
My host is refusing to help and says it is a third party problem.
Please advise, how can I completely delete installation and restart over?
Can I receive my content from anywhere?? And only upload my posts comments? Please note, I can’t get to my dashboard on wordpress so can’t export.
If anyone else has a solution, I’d like to just fix this problem but since my host have now taken a back step and I’m not very tech savy, I don’t really see a solution except to go back to scratch ??
I’d really appreciate help on this.
