NavBar menu doesnt show up (a href link instead)

Hello

First time user of this CMS ….. I’ve encountered this issue that certain (if not most) themes I download dont show the nav bar menu the right way, theres just a HREF=”https://LOCALHOST/MYWEB/”>HOME text and nothing else. Its a fresh/new WP installation so I doubt I’ve messed up anything. Do I need to set something in the backend or do I have to put the “navBar” code stuff into the header.php as I’ve read somewhere….. but im kinda worried it [my additional code] would mess things up ….

Any assistance on this would be greaaaatly appreciated..
