Multiple languages (basic question)

I am a developer and i am trying to setup wordpress blog for my customer in Norway. I can’t understand Norwegian language so is it possible to configure the wordpress first from admin panel (using English) and when ready, change the language to Norwegian for both wp-admin and front end site (blog). It will be great to have an option to change the language of wp-admin and front website (blog). Can someone help?

I also read on the following page that there could be language selection dropdown menu for both admin and front blog in the wp-admin section.

But I just installed the latest version of wp but couldn’t find these menus as mentioned on the above provided link.
