Creating individual member pages that look the same

We created web site for client in 3.0.4. They love it. Now they want to create an area where their agents can create their own web page once they are approved. Each page would look alike. They just upload image and content required. Ideally, when finished, they would submit for review and the client will approve and make live. Similar to what realtors and financial planners use. Is there a plugin or way to add this to the web site?
