Can’t see Stock Locations when editing product

I can’t seem to get Stock Locations to work for me.
I have some locations set up, but when I go to edit the products I can’t see the stock locations to show.
The Stock Locations tab says “To be able to manage stock locations, please activate the Stock Management option under the Inventory Tab, and add a location to this product.”
The inventory tab has “Stock Management {Tick Box} Track stock quantity for this product”
Ticking it does nothing.
