Can not save Role

I am trying to create a new role or edit an existing role. but The “save button” is missing???

The main problem is, all the other roles can not login, as WoCommerce prevent them from admin panel. so I need to change the setting “Disable WooCommerce admin restrictions”. but can not save it.
