Sending 1 email per address

Hi. I have a form that notifies multiple email addresses (taken from the form field inputs) upon submission. I see that the email that is sent includes every address in the TO email header. I want to protect my recipient’s privacy, so do not want each recipient to see everyone that received the email.
I considered adding every address to the BCC field, but don’t like this option.
Is the only other option to set up a separate email notification for each recipient? Even if the email body and all other settings are the same?

Yes, I know I can do that, as that is the solution I suggested at the end of my post. What I’m asking is, is there a way, with a single email notification, to send that notification to multiple email addresses WITHOUT every one of those email addresses populated in the TO field on the message – to protect each user’s privacy? Basically, I want to send 1 email per address, and I have multiple addresses.
