Can’t Deactivate Contact Form 7

I have researched this and rather try and spend hours tracking down what’s probably a simple solution I am missing I thought I would ask it here.
I have taken on an existing project where the site is hosted on Hostgator where the staging was created through Softaculous. I have tried multiple times to deactivate Contact Form 7 with no luck. all other plugins I can deactivate what am I missing? (Theres no user permissions plugins installed)
