Add this plugin to the TinyMCE Editor?

I have a plugin I want to add to the editor as a new tab inside the image.htm frame that contains the feature to add an image via url.

This is it but the instructions are wobbly for my knowledge. Any ideas on how I can add this to the WP TinyMCE editor?
