Which plugin do you use to offer an upload form for images in the frontend?

I am not aware of any WP Uploader that runs in the frontend. I don’t know what ACF Pro uses at this point, and I can’t check it because it’s a commercial product that I wouldn’t buy to answer your question. I see 2 possibilities for you:

a) You find someone who can look at it with you. You will certainly find someone like that here: https://jobs.wordpress.net/
b) Find another way to achieve your goal. Frontend uploads are also available in other contexts. It all depends on what your goal is.
