Rules Do Not Work to Block Orders

Here I give a fresh example of two rules not working with my settings of a cancel score of 90. Person placing multiple orders 3 minutes apart with the same email address and same IP address. The rules that do not work are:
- Check if first orders in processing state
- Too many order attempts
Please fix these rules so that we can prevent an email and IP from placing multiple orders with our settings.
