    On our woocommerce settings we have a location based tax that should only put tax on users and orders that are in our state. All other customers in other states should not be receiving the tax. However, when we add a coupon to an order in on the admin manual order screen it always adds the tax to the product regardless of where the customer is located and what is put in the billing and shipping fields.
    Furthermore, if a user entering the order does edit the tax on the line items to be zero, the total does not adjust automatically on save. (We are aware the solution to this is to click the recalculate button, however, it seems like a bug that the tax is always added regardless of tax rules we set.)
    For us this causes confusion for accounting because when users forget to press the recalculate button, there is no record of tax existing and the order total does not match the subtotal and discount.

    – A screenshot of the Coupon settings in use
