That’s called Footer Bottom, to disable/modify it you can navigate to WP Dashboard > Appearance > Customizer > Footer Bottom: https://postimg.cc/1fG5d2Ct.

What do you mean by access to the new dashboard? there isn’t any new dashboard, if you using the latest version of OceanWP theme and and Ocean Extra plugin, then you’ll be able to access the theme panel settings on WP Dashboard > OceanWP > Ocean Panel: https://postimg.cc/Q9Q5HRyB.

Please Note: Definitely to change any settings on your website you must log in to your WordPress dashboard with an admin or super administrator account. And there is no need to redownload/upload anything.

Thank you! Eventually I found it was the footer bottom, deeply buried and found only thru clicking on many many variables. Why the bottom footer would appear in the middle of the page is mystifying but ultimately- problem solved.

The footer is displayed in the middle of the page because the content of that page is small. To change the position of the footer, and attach it to the bottom of the page, you can enable the Fixed Footer option for the footer: https://postimg.cc/GBB3htfj
