    I have some countries on my website where shipping is set as “to be confirmed”. Is there any free plugin I could use where I could place orders originating from outside my normal shipping countries on hold until I manually add a shipping cost and ask customers from those countries to pay?

    Unfortunately, there isn’t a specific free plugin that can place orders on hold until manual shipping costs are added. However, you can achieve this by combining WooCommerce’s built-in features with additional plugins.

    You can set up shipping zones in WooCommerce. For the countries not covered, you can use the “Locations not covered by your other zones” option. For these locations, you can set the shipping method as a “Flat rate” and set a high or unusual cost, like $99999. This would effectively put the order on hold, as customers are unlikely to proceed with such a high shipping cost.

    Then, you can use the WooCommerce Order Status Manager plugin to create a custom order status like “Awaiting Shipping Cost”. You can manually change the status of these orders to “Awaiting Shipping Cost” and add the actual shipping cost. You would then need to contact the customer to inform them of the exact cost and ask them to complete the payment.

    Free plugins would be a preferable rather than paid plugins, is there something that would give the same functionality as the Woocommerce Order Status Manager as a free plugin?
