file attachments recently stopped working

I’ve searched the forum and see other similar issues, but no actual solutions.

On desktop, I get this: “There was an error trying to send your message. Please try again later.“

On mobile, I get an error saying “You are not allowed to upload photos of this type” – but the files are just jpegs.

I’ve used the WP Add Mime Types plugin to add additional mime types to the basic set, but enabling/disabling it doesn’t change the attachment problem.

Here’s my form tab:
