Shipping Cost not showing and not include in calculations in the checkout

i craeted shipping zones and i charge my customers on their orders based on their countries, but when they checkout the shipping calculation doesn’t appear and doesn’t work as well , what to do ?

and it is not only about Madrid , the problem occures with any country , customers never get charged for their order, doesnt matter where are they from
