Can you further clarify what you mean they are not loading anymore? Is that only in the editor or also on the frontend? Is there any error message?

Now I have one more question: is there any option for users to download web stories?

Apart from the browser’s built-in functionality to save web pages (Ctrl+S), there is currently no way to download or export stories in any format.
