Payments notification keep on showing on the Dashboard

There is a notification that keeps on showing. When I clicked it showed regarding the woo-payments. Even when I disabled the woo-payments plugin it kept on showing the notification on the dashboard home page.

As I understand, you are not interested in activating WooPayments on the site. To clarify, is the plugin already deactivated, and deleted, if so, or otherwise?

Also, is this about a new/fresh WooCommerce site, or otherwise?

How about WooPayments showcased as an option in the screen at WooCommerce > Settings > Payments? If so, there should be 3 vertical dots at the end of the line where it appears, providing the option to discard this.
