Taxes not calculating properly for Export countries

Hi,

My company is based in Barcelona, Spain.

Unders “standard rates” I have set specific taxes for the Canary Islands, Ceuta and Melilla. Then a general tax rate for the rest of Spain Also for exports to other countries (0%). We sell goods, not digital products, so all our exports ex-EU are VAT exempt.

For whatever reason, it is charging 21% no matter the country or region, like if all sales were domestic inside Spain.

Other settings:

Woocommerce – Settings – General:
Country/State: Spain – Barcelona
Selling locations: Sell to all countries
Shopping locations: Ship to all countries
Default customer location: No location by default
Enable taxes: ticked (enabled)

Woocommerce – Settings – Tax:
Price entered with ta: No, I will enter prices exclusive of tax
Calculate tax based on: Customer billing address
Shipping tax clas: Standard (with 6 different rates for Spain (21%), 4 specific regions in Spain, and * for other countries)
Display prices int he shop: Excluding tax
Display prices during cart and check-out: Excluding tax
Display tax totals: Itemized

What I have done so far, which didn’t work:
– Deactivated ALL plugins except Woocommerce
– Changed my Theme (Salient) to TwentyTwentyFour
– Delete Woocommerce plugin in and install again
– Deleted all taxes in Standard rates, and type in again
– Changed the database from MySql to mariaDB 10.05

I think I’ve tried it all, and even with the Woocommerce plugin installed only, and a different theme installed, the problem continues.

Please help! I am desperate, don’t know what else to try.
