Nesting a shortcode inside a HTML snippet

Hi, is there a way to insert shortcodes inside an HTML snippet? I have enabled PHP and “Evaluate additional shortcode tags” and doesnt work for me.

So what I wanted to do is:

• Insert HTML Snippet #1 [code_snippet id=1 php shortcodes] to HTML Snippet #2

So in HTML Snippet #2 I want this to work, is this possible?

<div> [code_snippet id=1 php shortcodes] </div>
