Setting up shipping – Can I limit certain states in USA?

Hi, I am trying to remove several states in the USA in the Shipping Methods. In the Zone Regions I checked North America, USA, and most of the states. There were a handful I left off the checklist in the dropdown, but after I saved it, I went to my website and I was still able to select all the states.
I recently had another zone set up that I deleted after I created the new zone with the restricted states..
I thought unchecking certain states in the list would prevent them from showing as an option in the cart? Under the listed zone regions it shows North America, United States, then all the states I checked off.

Really appreciate any help.
