Thanks for sharing the export, however, it appears the issue is more related to not having any Popup Trigger configured:

If you check the above screenshot there isn’t any trigger enabled, if you are looking to display the popup once the page is loaded then please enable the “Time” as the trigger and save the changes so that the popup loads.

Could you please check and see whether the above works?
