Can you add ability to assign messages to a specific role

I love the feature of styling the dahsboard messages. However, can you add a feature that gives the ability to assign messages to be visible by either a specific role, a specific user, or all, similarly to how Sticky Notes plugin does it. That is one of the features that are definitely missing.
