Theme Options Not Showing Up On Student Blogs

I have WP multi-user setup for my classes with students having their own blogs in a sub-directory. I have installed several Twenty Ten Child Themes like 2010 Weaver, Athualupa, etc. They are enabled as netwrok themes, the students can activate theme, but they don’t have access to theme options under appearance.

When I login as a Super Admin to the backend of their sites, it is there, but not hwne they login. They are admins of their own sites. Any ideas? I want them to customize their portfolios.
