Excluding last post from loop category

Hi to all,
I have a question about the possibility of being able to exclude only the last post of a certain category from the loop. I currently have this shortcode in my index which only shows one post in random mode

[rpwe limit="1" cat="11" orderby="rand" styles_default="false" css_class="home-loop-fullwidth" excerpt="true" length="30" thumb_height="600" thumb_width="900" date="false" readmore="true" readmore_text="read more"]

I would like to keep this block but without it displaying the last post of category “11”. This because for the last post I would like to create a separate block always, within the index, that only shows this last one. This shortcode, being in the index, I believe cannot use the “offset” parameter (I tried to set it but it continues to show even the last post in the category) because it physically cannot find the post on the page.
