remove the pending orders

What I’m trying to do is have a page with product table so dealers can order from the distributor but without any payement occurring. I got it all working but when placing the order in woocommerce the order shows its pending and the admin( distributor) doesn’t receive the order confirmation email like the dealer (costumer) does. I just want the order to be place and each get an email and payements will be done elsewhere. Bref there is no real checkout but order placed email send.
