Display ‘Please enter your address to view shipping options’

I understand you want to display a custom message on your checkout page just above the VAT section, correct?

If so, there is no option in WooCommerce core features to achieve this; you would need a plugin or custom coding.

Searching, I found the Dynamic Cart & Checkout Notices extension that allows you to add custom messages in different places on your site, including the checkout page.
